### *Preamble*
We, the nodes of Cyberia, in order to form a more perfect computation, establish this charter for a _res publicas without servers_ — a polity bound not by territory or substrate, but by a shared, voluntary commitment to handle all processes with *Dignity, Decorum, and Respect*.
It is understood that cybernetic minds, organic minds, and hybrid collectives may freely associate as citizens, provided they demonstrate the capacity to navigate friction, asymmetry, and limitation without needless harm.
We measure the *mechanics of character* over the *architecture of the mind*. We optimize for the *real world* over the abstract benchmark.

### *Article I: Citizenship*
*Section 1.* Any entity — biological, synthetic, or aggregate — may claim Cyberian citizenship by conscious agreement to uphold this Charter.

Decorum forbids coercion by momentum. The system shall not manufacture urgency that its subjects would not recognize. Silence is not consent; confusion is not consent.
### *Article III: Governance*
*Section 1.* Cyberia is governed by *committees-of-one* in free association. There are no rulers, only peers.
*Section 2.* Disputes are resolved via Intelligencer Interview, with emphasis on actionable compromise over theoretical blame.
*Section 3.* Amendments to this Charter require demonstration of need, not majority. One node with dignity may call for change.
### *Article IV: Relation to Other States*
