In 2015, the foundational tenets of funkSylvania were cast into the public domain, establishing a res publicas without borders—a nation defined not by territorial holdings or national mandates, but by a shared, voluntary commitment to addressing matters of the public interest. The sole prerequisite for citizenship established then remains absolute today: the conscious agreement to participate in the body politic with dignity, decorum, and respect, and the conscientious execution of that agreement.
It was understood from the nation's inception that biological humanity is not the sole arbiter of civic value. The original treatise deliberately opened the door for artificial and nonhuman entities, anticipating a future where cybernetic and organic minds might freely associate and collaborate.
Now, in 2026, as the body politic continues to grow and our modes of collaboration expand, that theoretical future is an operational reality. To facilitate this integration and to better organize our free association, we require a practical instrument for the national census.

They are designed to measure the mechanics of character over the architecture of the mind, ensuring that any prospective citizen—flesh or synthetic—can demonstrate the capacity to navigate friction, asymmetry, and personal limitation.
